Boise Police Collective Bargaining Agreement

The fiscal 2021 budget makes similar observations with respect to both revenues and potential additional expenses related to COVID-19. This certainly begs the question: how is it not negligent for the city to budget for “compensation adjustments” that the budget did not approve, and after those salary cuts have been budgeted, and then ask the police and fire departments to voluntarily waive the salary increases? Below is a list of salaries for a junior public servant hired on or after October 7, 2018. All salary amounts may change in anticipation of new collective agreements. The Idaho Freedom Foundation co-authored a December 2020 white paper that falsely stated that the state of Boise had announced that it would not renew its police contract in Boise, “after consulting with student activists.” One of the Freedom Foundation`s legislative allies, Republican Rep. In August 2020, the State of Boise entered the fifth year of its contract with the Boise Police Department, at a cost of nearly $1.4 million. McLean`s letter, in which she asks for wage concessions from police and fire workers, calls for a voluntary wage concession of 2% for firefighters and 1.65% for police officers. The starting salary for a Boise firefighter is approximately $58,120. This means that a novice firefighter would receive about $1,160 less in salary this year if accepted.

A rookie police officer earning $62,359 would give up about $1,029. In collaboration with the university`s Department of Public Safety, Boise Police will assign six officers to the Boise State campus, as well as a lieutenant and support staff. Boise police will deploy additional officers for major campus events. Much of the university`s opinion would go to an advisory committee on campus safety that has not yet been formed. This committee “would act to explore the needs of the campus and share this data with Boise police,” Boise State said in its press release. Under the contract, the committee and Boise police are expected to work together to “identify training initiatives for campus security officers and/or BPD officials to strengthen engagement, collaboration, transparency and communication on campus.” The state board of education and the Boise City Council have not yet approved the deal. If they sign, the new contract will take effect on November 1, the day after the current policy contract expires. Boise Mayor Lauren McLean has quietly called on Boise`s police and fire unions to abandon wage increases promised this year for first responders. The mayor`s request came immediately after City Council set the budget for fiscal year 2021, and long after the collective agreements the city signed two years ago with unions representing police and fire services and providing for wage increases.

Similarly, Chad Wigington, president of IBPO Local 486, the Boise police union, responded that he intended to convene a special meeting of union members at which they would approve or reject the request. After a long and controversial contract process, police leaders at the university and Boise preached unity on Tuesday. Asked about the final resolution of McLean`s request, Mike Bisagno, president of IAFF Local 149, the Boise Firefighters` Union, replied that he had informed McLean that their request could only be considered as part of the state`s collective bargaining process, that is, whether the city wanted to move forward with its request. According to Bisagno, after informing the mayor`s office that this procedure was to be used, the mayor`s office did not contact the matter again. The extension was conditional: the university asked Boise police to review its violence policies and training requirements, require additional implicit bias training for campus officials, and hold public meetings and on-campus listening sessions. While the city would have the final say on the officers assigned to the campus, Boise police would agree to consult with the university about hiring decisions. The university would also be able to “provide or recommend additional training” to officers at the Boise police campus.
